Tago gets back passport, seeks apology from Chinese embassy
ITANAGAR, Nov 22: Arunachal Pradesh State Badminton Association secretary Bamang Tago, who was denied Chinese visa as nominated manager of the Indian badminton team for the Thaihot China Open championship 2016 in Fuzhou, got his passport back through an official of the Badminton Association of India. "The officials of Chinese Embassy has called one Anand Khare, an official of Badminton Association of India (BAI) at the Embassy office, New Delhi and handed over my passport to him on Tuesday after constant intervention from the  office of Ministry of Home and Ministry of External Affairs," said Tago in a press statement.
“Though I too had accompanied Khare to the embassy, I was however not allowed to enter the premises,” Tago  added.
"They neither issued me a visa nor returned my passport. It was only after I sent an e-mail to the embassy saying I will be forced to file an FIR if my passport was not returned by Tuesday that the embassy responded by calling up the BAI," Tago said in his statement from New Delhi.
Earlier, Chinese Foreign Ministry spokesman Geng Shuang had  reportedly said that China didn't deny visa to Bamang Tago and that he had withdrawn the visa application himself. However, Tago dismissed the Chinese claim saying his passport  was in the custody of the Chinese Embassy and that Chinese claim of withdrawal of application  was completely false, fabricated and misleading.
How a high profile person like a Spokesperson of China makes false statement? Why Chinese is returning my passport after the tournament is over ?  Is it not a denial or discriminatory? Tago  questioned   and said that  Chinese Foreign Ministry spokesman Geng Shuang should now apologize to people of India for misleading and fabricated statement.
While thanking Kiren Rijuju, MOS for Home and MEA officials for their timely intervention for recovery of his passport, Tago also appealed to GoI to take up visa issue of Arunachal seriously so that Arunachalees do not suffer further.

Khandu proposes structural changes in fiscal plan
ITANAGAR, Nov 22: Chief Minister Pema Khandu on Tuesday proposed to make certain important structural changes which would align the government's development agenda with that of the Centre.
Addressing the State Development Council (SDC) meeting here, the Chief Minister said that changes in a nutshell would be participatory budget preparation by engaging all stakeholders to give suggestions in budget formulation for 2017-18.
He said a detailed pre-budget exercise would be held from first week of December by the Finance Department for holding wide consultations with all stakeholders including all concerned departments and by end of January, the Finance department would submit the draft budget to be placed before the Assembly.
After passage of the state budget in the Assembly, the departments will initiate procedures for implementation of the budget allocated to them, he said.
The SDC meeting is a prerequisite for development projects, its implementation and financial matters.
Khandu categorically said the Prime Minister has given him specific instructions on transparency and he is duty-bound to adhere to the orders.
It is our collective duty to restore the image of governance in our state....The government is duty-bound to ensure this and needless to say, we shall deal with any violation with exemplary action, he said.
Regretting that due to several unavoidable circumstances the SDC could not be held in time, the Chief Minister, however, emphasized that the single mandate for the government was to meet the aspirations of the common citizens by bringing in transparency in governance, and providing basic infrastructure, especially in remote rural areas.
It was a collective decision of the government to hold the SDC meeting by all means, he said.
The Chief Minister informed that the Centre has made certain structural changes in the budgeting exercise to be followed from the 2017-18 financial year.
The key changes are: Railway Budget has been subsumed within the General Budget and therefore, no separate Railway Budget will be presented in the ensuing Budget session. The Plan-Non Plan distinction has been dispensed with and now budget will be classified only in revenue and capital heads and the Union Budget session has been pre-poned and likely to be presented in the first week of February, instead of the traditional last week of February.
Pointing out that the impacts on the states are to be anticipated and necessary preparatory works initiated, he said the state government is planning to hold the budget Session for 2017-18 in the last week of February, just after celebration of the Statehood Day.
Khandu said the developmental activities which have so far been taken up in SDC meeting would form part of the budget document to allow departments sufficient lead time to plan and execute works and leave no room for uncertainty and delay.
Further, he said, the SDC would be responsible for holding quarterly meetings to review, monitor the implementation, and financial performance of each department would be closely monitored to maintain tight fiscal discipline.
In the present financial year, as the departments have only 3-4 months for implementation of the schemes and projects, the Chief Minister advised all to project their respective requirements which could only be completed in this fiscal after following all codal formalities.
Khandu made it clear that projects taken up with the normal state funds shall stand lapsed, if not completed by March 31 next.
Payments will be made on physical progress and adherance to codal formalities, he said.
These schemes shall not be carried forward in Part V and shall be reflected in the next budget as ongoing scheme.
However, centrally sponsored scheme (CSS) projects shall continue in the old system, Khandu added.
CM also announced that CM trophy for football and volleyball be named after martyr Hangpan Dada.
Deputy Chief Minister Chowna Mein, who also holds the Finance & Planning Department, informed that the plan size for the current financial year is Rs. 6569 Crores. However, allocation under normal development activities for various departments under Plan allocation has been finalized at Rs. 1459.88.
He appealed to exercise financial prudence while placing the proposals by various departments and called for judicious use of the State's financial resources.
He informed that though the 14th Finance Commission recommendations were very encouraging for the state but the actual remuneration of Share of Central tax by Finance Ministry has not been as per the recommendation and there is a huge gap of Rs. 2240 Crores between the recommendations and actual realization for the last financial year and current financial year. He said such a huge gap has certainly had an adverse impact on the Planning process of a resource crunched State like ours.
He also said that the State's Share of Central taxes will be largely utilized for meeting up the additional fund requirement for implementation of 7th Pay Commission recommendation which will cause 23.55% increase in overall emoluments for employees which is going to make a huge financial impact on the State's resources thereby leaving very limited resources for Capital investments.
He said that the State Govt. is committed to provide matching State share against the centrally sponsored schemes, informing that the government has already released Rs. 62 Crores as state share and another Rs 40 Crores will be released soon.
He asked all the departments to prepare and maintain an Inventory of Assets and submitted to the Planning department which will be uploaded on the website of Planning department and help in effective monitoring.
Stressing on timely submission of Quarterly Progress Reports, Utilization Certificates and Completion Certificates, DCM informed that Government of India has taken a serious note on the delay in submission of QPR, UCs and CCs by Government of Arunachal with regards to Centrally Sponsored Scheme which has led to undue delay in the release of subsequent installments adversely affecting the progress of several projects.
He also informed that Planning Department will release Rs. 6 Cr to concern DCs for establishment of drug de-addiction centres in various districts.
The SDC meeting was attended by the Speaker, Deputy Speaker, Cabinet Ministers, Parliamentary Secretaries, Chief Secretary, Principal Secretary, Commissioners, Secretaries and other senior functionaries of the state government.

Situation is going from bad to worse

In yet another horrific act, the Pakistani troops killed three Indian soldiers and mutilated body of one of them at Machal sector under Kupwara district, Jammu and Kashmir. Reports said the militants who crossed over into this side of Line of Control mutilated the body of one soldier before running back across LoC under cover fire provided by Pakistan army. This is for the second time that body of an Indian soldier has been mutilated by Pakistanis. On October 28, an army soldier was killed and his body was mutilated, apparently beheading him, in an encounter close to the LoC in Machhal sector. Pakistani troops are crossing all the limit of barbarism. India definitely needs to strongly react and punish those responsible for such kind of barbarism.

The tension along the line of control refuses to cool down. There have been more than 280 incidents of firing and shelling along the LoC and the International Border (IB) in Jammu and Kashmir that have resulted in the death of 26 people, including 14 security personnel, since September 29. The continued hostilities between India and Pakistan pose serious threat to the peace in SAARC region. It has also made life difficult for the people living along the international border. If situation is not controlled now, it might go out of control in coming days. It's time better sense prevails. Both the countries urgently need to start dialogue and bring down the hostilities. Developing countries like India and Pakistan where large number of population still lives in poverty, cannot afford to go to war. Therefore talks are the ultimate solution. It's time both the countries explore the possibilities of starting peace process before it's too late.

An appeal to CM

Dear Editor,

Through the column of your esteemed daily I would like to draw the kind attention of respected Chief Minister for your kind consideration and necessary action. Sir, as you must be aware that APPSCEE was last advertised in the year February 2013, but due to court case, leak of paper and other related activities the commission finally managed to successfully declare the result in April 2016, as the whole process took almost 4 years to finally conclude. This is a record in itself as no other commission in India has ever taken such a long time to conduct one examination. My purpose of writing this letter is to ask the commission and the government that, who is going to compensate for all the lost years to conduct this examination.

As for myself, my form was rejected last time on the ground of small mistake (which could be considered or overlooked which the commission had done earlier) and repeated appeal and request to the commission to reconsider my form was declined on the pretext that the commission was hell bent to stream line the system. But eventually what happened? Some reluctant aspirant who went to the court was allowed to sit for the examination, depriving thousands of other who desperately wanted to write the examination, especially for those whose age was running out. Here I'm making a direct appeal to our Chief Minister as there is no other means through which this problem can be addressed. The so called powerful student organization of our state instead of taking up genuine student related issues are busy playing politics and behaving like full time politicians. For instance our AAPSU leaders has all the time, energy and resources to go to Delhi to meet the central ministers to pursue the matter of trans highway but does not feel the need of addressing student related problems like stipend, teacher shortage, pathetic condition of school building, growing drug addiction among the youths especially in secondary and higher secondary level and many others. Also very openly they shamelessly claim themselves to be at par with the status of the minister of state, that's our so called student leaders (shameless to the core).

Also we had great hope from our once beloved MP Kiren Rijiju, who is now ceased to exist for us because he has become a national leader now. The only time he comes here is during festivals or some gathering as chief guest but of course with some distinguish guest. But he surely makes it a point to update all his unwanted glamorous moves through FB, which is being handled by some of his assistant. The great Kiren Rijuju is one subject that needs to be discussed by all Aruanachalee and his contribution towards our state other than his glamorous tours and FB updates. So sir, when the people who are entrusted with the responsibility of taking up the cause for the welfare of the student community are not responding, we have no other choice but to make a direct appeal to our beloved young, energetic, forward looking chief minister. I would also request our Chief Minister to kindly take initiative to increase the age limit of APPSC from 33 to 38 or 40 as par with our neighboring state of Assam where age limit is 40. Also UPSC has recently increased the age limit and most of the states in India have also increased the age limit of the state service commission to 41 year including by UP and Bihar recently.

Keeping in consideration the blunder committed by the commission for unnecessarily taking 4 years to conduct the examination, the commission should consider giving one time relaxation to aspirants whose age has run out because of the delay process. The matter needs immediate attention of the Chief Minister and authorities concerned as APPSC is the highest institution which is entrusted to recruit the highest bureaucrat in the state. I sincerely pray that Chief Minister hear our prayers and take necessary steps to redress the problems as the matter is of prime importance concerning the lives and career of many disheartened aspirants.

Yours,

G. Tagur

Pakke-Kessang-the place to visit

Dear Editor,

The name Pakke-Kessang has derived its origin from Pakke River, which originates from upper region of Pakke itself and flows through Seijosa town and reaches Assam. The word "Pakke" has been used or tagged as a prefix in many aspects such as Pakke River, Pakke Tiger Reserve, Pakke wildlife Sanctuary and moreover it bears the name of the constituency as 12th Pakke-Kessang (ST) Assembly constituency. Hope, the name is very much familiar. It is situated in East Kameng district bordering Papum Pare district and neighboring Assam. It is well connected with good road as the Trans-Arunachal Highway passes through the heart of Pakke-Kessang. One can reach Pakke Kessang by either from Naharlagun via Sagalee or else one can travel via Bhalukpung-Seppa route. Pakke-Kessang is a unique place where you can experience a lot, enjoy cold climate and bask in scenic beauty of the valleys filled with paddy fields across both the sides of the river Pakke. Besides, the people are very innocent, charming, simple and hospitable in nature.

It was established as an administrative centre in the year 1966 and in the same year the present government Secondary school was established. The people of 12th Pakke-Kessang constituency are also going to witness its 50 years of Golden jubilee celebration. In these last 50 years, our people have seen failures and achievements too. So, to honor its glorious achievements in various fields and to vow to safeguard and to preserve for the future, the people of the five valleys i.e Pakke valley, Passa valley, Papu valley, Seijosa and Dissing-Passo have put their hands together to celebrate its Golden jubilee cum Pakke Darshan: Festival of valleys with the theme, "honoring the past-safeguarding the future" which will be held from 24th to 26th November, 2016 at Pakke-Kessang administrative centre. The festival with various adventure activities like trekking, cycle expedition, beach volleyball, traditional cultural show, fashion show, traditional games and sports, apparel show, camping, food stall of various tribal cuisines, exhibition of various types of handicrafts and many more exciting programs will be held.

Therefore, the sole reason of writing this article is to make people know about Pakke-Kessang and the coming festival and to facilitate the tourists and other visitors to reach the venue on time. Lastly, I on the behalf of the people of five valleys extend my warm welcome and request all the brothers and sisters across the nation and even from the abroad to attend Pakke Darshan festival without worrying for anything.

Yours,

Thaddeus Techi

Wait for Green Field Airport continues

Dear Editor,

Through your esteemed daily I would like to put my grievances regarding construction of Green Airfield at Itanagar.

Construction of Green Field Airport will enhance the air connectivity in north east region particularly in Arunachal Pradesh and was proposed many years back. For this the site was selected at Karsingsa. Later the selected site was cancelled by Airport Authority of India citing that the proposed site required massive earth cutting which may seriously impact fragile environment. It also surrounded by high terrain and there are obstacles in the West and South side. Further, it has certain disadvantages like limited future expansion, poor safety environment and high cost implication. Therefore, Hollongi was selected as new/alternative site for Green Airport on the ground that the new site is more suitable on technical, financial, future expansions, security etc. as compare to old one. As a result affected land owners/public filed Public Interest Litigation (PIL) at Gauhati High Court Itanagar Permanent Bench Naharlagun, for retaining Karsingsa as permanent site. However, Hon'ble High Court dismissed the petition and upheld the decision for Hollongi with clear directions that proper procedure shall strictly be maintained at the time of land acquisition for the Green Field Airport.

Lots of correspondences were done between Centre and State govt in this regard. Even then project remains stuck indefinitely. As per letter dated 23rd May 2016, Centre has blamed the State govt for delay/non responsive attitude regarding construction of airport in Itanagar and letter clearly asks whether State govt. wishes to continue the project or not. If state Govt. is not willing to take up the project, the central government will be constrained to consider the project of construction of Greenfield Airport at Itanagar as Dropped/Closed, the letter further read. In case the State Govt is willing to continue the project, they may send details of revised land cost/area sought during the Steering Committee meeting urgently within a month. In case, no response is received from the State Govt. within a month, it will be presumed that the State Govt. is not interested in the project and the Ministry will be constrained to close the matter, it added.

It seems that state government has not initiated any serious step for construction of green airfield at Hollongi despite of all directions and letter being issued by the Ministry of Civil Aviation, Govt of India in regard to the construction of airport. It looks like the state govt. is willfully delaying the construction without taking any serious step even after repeated letters from the Govt. of India.

On 4th November DC Papum Pare conducted a meeting with land affected people at Holongi Govt Middle School. During the meeting public urged the DC for compulsory re-assessment of land compensation. Due to delay on the part of state govt. people are suffering. The lack of availability of airport affects those people who need emergency medical treatment.

Since the beginning state govt. had lost valuable time for construction of green field airport in our state. So it is our sincere request to state Govt. to immediately take up the matter and construct the green airfield as per letter of minister of civil aviation, Govt, of India, Vide D.O. NO. AV 29011/20/2016- AAI-MOCA/113835-F, Dated 21/04/2016, at Hollongi which has been finalized for the public utility.

Lastly I would very much expect MOS Home Kiren Rijiju to take lead in this important developmental project for the benefit of people as he is representatives of this state. He should work keeping political difference aside and for this we shall ever remain grateful to him.

Yours,

Kipa Tamin
